Reprogramming one device after a failure during the previous programming

From Croatia we were asked about how to program a Z38 touch screen that looks blocked.

During a total or partial programming, it may happen an error due to a voltage failure or other problem in the BUS. In this case, the devices do not allow their reprogramming.  One cause of this problem is that the touch panel goes blank and does not respond to anything.

KNX device enters a safe mode when you restore the bus voltage while the program button is pressed.
